The vision of the Memory of the World Programme is that the world's documentary heritage belongs to all, should be fully preserved and protected for all and, with due recognition of cultural mores and practicalities, should be permanently accessible to all without hindrance.


The mission of the Memory of the World Programme is:

  • To facilitate preservation, by the most appropriate techniques, of the world's documentary heritage.This may be done by direct practical assistance, by the dissemination of advice and information and the encouragement of training, or by linking sponsors with timely and appropriate projects.
  • To assist universal access to documentary heritage. This will include encouragement to make digitized copies and catalogues available on the Internet, as well as the publication and distribution of books, CDs, DVDs, and other products, as widely and equitably as possible. Where access has implication sfor custodians, these are respected. Legislative and other limitations on the accessibility of archives are recognised. Cultural sensitivities, including indigeneous communities' custodianship of their materials, and their guardianship of access will be honoured. Private property rights are guaranteed in law.
  • To increase awareness worldwide of the existence and significance of documentary heritage. Means include, but are not limited to, developing the Memory of the World registers, the media, and promotional and information publications. Preservation and access, of themselves, not only complement each other - but also raise awareness, as access demand stimulates preservation work. The making of access copies, to relieve pressure on the use of preservation materials, is encouraged.

세계기록유산이란?

국제자문위원회(International Advisory Committee)는 유네스코의 전반적인 프로그램 계획 및 이행에 자문을 제공해주는 중요한 조직체로써 유네스코 사무총장이 선발한 14명의 기록유산보존분야 전문가들로 구성되어있다. 사무총장은 매 2년마다 정기적으로 국제자문위원회를 소집하는데, 업무의 체계화를 위해 기준과 절차를 제정 및 수정하고 적합한 보조기관이나 소위원회를 지원한다. 특히 세계기록유산의 전반적인 전략과 정책 형성에 기여하고 있다. 

아울러 국제자문위원회에서는 세계 각국에서의 세계기록유산 사업의 진행경과를 점검하고, 소위원회, 지역위원회 및 사무국이 제출한 보고서를 검토하며, 이들의 기능과 책임에 대해 자문을 한다.

또한 필요시 세계기록유산 사업의 전반적인 지침을 수정하거나 갱신하며 세계기록유산 등재에 대한 책임을 지기도 한다. 세계기록유산위원회는 세계기록유산이 궁극적으로 협약의 형태로 강화되는 것을 지향하며 사업의 제도화를 위해 노력하고 있다.

2011년 현재 세계기록유산은 전 세계적으로 238건이 등재되었다.

우리나라는 지금까지 총 9건의 세계기록유산을 등재함으로써 세계에서 네 번째(공동), 아태지역에서는 첫 번째로 많다.

목적

유네스코 세계기록유산사업은 세계의 기록유산이 인류 모두의 소유물이므로, 미래세대에 전수될 수 있도록 이를 보존하고 보호하고자 한다. 또한 기록유산에 담긴 문화적 관습과 실용성이 보존되어야 하고, 모든 사람들이 방해받지 않고 접근할 수 있어야 한다고 믿는다.

주요전략

세계기록유산의 주요 전략은 다음과 같다:

  • 기록유산을 가장 효과적으로 보호할 수 있는 적절한 수단을 통한 보존을 장려
  • 전 세계 다양한 사람들의 접근을 보장하고 평등한 이용을 장려
  • 세계적 중요성을 가진 기록유산에 대한 모든 국가들의 인식을 높임

대상

기록유산은 기록을 담고 있는 정보 또는 그 기록을 전하는 매개물이다. 단독 기록일수 있으며 기록의 모음(archival fonds)일수도 있다. UNESCO는 1995년에 인류의 문화를 계승하는 중요한 유산인데도 훼손되거나 영원히 사라질 위험에 있는 기록유산의 보존과 이용을 위하여, 기록유산의 목록을 작성하고 효과적인 보존수단을 강구하기 위해 세계기록유산(Memory of the World) 사업을 시작하였다.

  • 예) 필사본, 도서, 신문, 포스터 등 기록이 담긴 자료와 플라스틱, 파피루스, 양피지, 야자 잎, 나무껍질, 섬유, 돌 또는 기타자료로 기록이 남아있는 자료
  • 그림, 프린트, 지도, 음악 등 비문자 자료(non-textual materials)
  • 전통적인 움직임과 현재의 영상 이미지
  • 오디오, 비디오, 원문과 아날로그 또는 디지털 형태의 정지된 이미지 등을 포함한 모든 종류의 전자 데이터

May 18th Democratic Uprising against Military Regime, in Gwangju, Republic of Korea

The May 18th Democratic Uprising not only played a pivotal role in the democratization of South Korea but also affected other countries in East Asia by dissolving the Cold War structure and achieving democracy. After the 1980s, various democratic movements took place in the Philippines, Thailand, China, Vietnam, and elsewhere in an attempt to follow in Korea's footsteps. The documentary items related to the Uprising, which took place in Gwangju, Korea between 18 and 27 May 1980, take the form of documents, photos, images, etc. relating to the citizens' rebellion, punishment of the perpetrators, and compensation.

Ilseongnok: Records of Daily Reflections

Ilseongnok, "Records of Daily Reflections," originated from the diaries kept by King Jeongjo, 22nd monarch of the Joseon Dynasty (1392-1910), from before his ascension to the throne in which he reflected on his daily life and academic progress. After his accession, it was transformed from the personal diary of a monarch to an official daily journal of state affairs. It is of unique value with few comparable examples in the world of a diary kept by the kings of a pre-modern despotic monarchy with a view to reflecting on their rule and using it as a reference for future state administration.

Uigwe - The Royal Protocols of the Joseon Dynasty

A unique form of documentary heritage, the "Uigwe" is a collection of Royal Protocols of the over 500 year-long Joseon Dynasty (1392 - 1910), that both records and prescribes through prose and illustration the major ceremonies and rites of the royal family.

Donguibogam - Principles and Practices of Eastern Medicine

An encyclopaedia of medical knowledge and treatment techniques compiled in Korea in 1613 and edited by Heo Jun with the collective support of medical experts and literati according to royal instruction. The work informs the evolution of medicine in East Asia and beyond. In terms of health care system, it developed the ideals of preventive medicine and public health care by the state, which was virtually an unprecedented idea up to the19th century.

Printing woodblocks of the Tripitaka Koreana and miscellaneous Buddhist scriptures

The Goryeo Daejanggyeong (Goryeo dynasty Tripitaka), known as the “Tripitaka Koreana” to the modern scholarly world, is a Korean collection of the Tripitaka (Buddhist scriptures). Carved onto 81,258 wooden printing blocks in the 13th century, under commission by the Goryeo dynasty of Korea (918-1392 CE), it is currently stored at Haeinsa Temple in the southwest of the Korean Peninsula. It is often called the Palman Daejanggyeong ("Eightythousand Tripitaka") due to the number of the printing plates that comprise it.
